The County of Alameda is seeking a qualified vendor to administer the Alameda County Emergency Medical Services (ALCO EMS) Special Parcel Tax (Measure C) for a three‑year term, with an optional two‑year renewal. The contractor will be responsible for full‑cycle tax‑roll administration, including data acquisition, database creation, parcel classification, tax calculations, quality‑assurance, preparation of draft and final tax rolls, electronic filing with the Auditor‑Controller, error correction, reporting, and transition support. • Administer EMS parcel tax per Ordinance No. O‑97‑52 (Measure C) – 1997
• Acquire and validate the County’s closed property tax roll each July 1
• Build, classify, and calculate the special tax database for all taxable parcels
• Produce draft and final tax rolls, electronic files, and submit to Auditor‑Controller
• Provide quarterly/annual work plans, milestone schedules, and bi‑weekly progress reports
• Implement a documented Quality Control Plan with ≥99.9% tax‑roll accuracy
• Maintain data security, encryption, and seven‑year record retention
• Offer a dedicated project manager and support staff for the contract duration
