Medical Administration, Pharmacy Benefit Management (PBM), Third- Party Administrator (TPA) Claims Payor Services, Dental, HSA Administration, and Cobra Administration

Lamar Consolidated Independent School District (LCISD) is seeking a single vendor to provide a comprehensive suite of employee benefit administration services, including medical administration, pharmacy benefit management (PBM), third‑party administrator (TPA) claims processing, dental benefits, Health Savings Account (HSA) administration, and COBRA administration for its 50,000‑person K‑12 workforce. The contract will become effective on September 1 2027, run for an initial one‑year term, and may be renewed up to four additional one‑year periods subject to board approval. Vendors must submit electronic proposals by September 24 2026, with questions due by September 17 2026. The solicitation includes required commissions, annual and one‑time allowances (totaling $270,000 in the first year), and extensive compliance certifications (conflict‑of‑interest, anti‑collusion, Israel boycott, foreign terrorist organization, etc.). All responses must use the district’s standard template and be uploaded through the IonWave e‑procurement system.
