TNCBI: Curriculum Development, Delivery and Program Evaluation

The City of Toledo’s Department of Housing & Community Development is seeking a qualified organization to administer the 2026‑2027 Toledo Neighborhood Capacity Building Institute (TNCBI). The contractor will design, deliver, and evaluate a comprehensive nonprofit‑capacity‑building curriculum aimed at organizations serving low‑ and moderate‑income neighborhoods. The work includes curriculum creation, facilitator recruitment, participant outreach, technical assistance coordination, capstone project support, performance measurement, and final reporting, all aligned with CDBG requirements. • Develop multi‑track curriculum covering nonprofit governance, financial management, strategic planning, community engagement, and CDBG compliance. • Recruit, orient, and manage subject‑matter experts and facilitators; oversee participant selection and technical assistance services. • Provide ongoing program administration, evaluation, reporting, and a post‑program fellowship framework for high‑performing participants.
