The Mississippi Department of Education (MDE) is soliciting qualified vendors to provide an approved, state‑wide assessment tool for preschool children with special‑education needs. The tool will be used by all 153 public school districts to collect data for the Child Outcomes Summary (COS) required under IDEA Part B Indicator 7. Vendors must demonstrate that their assessment meets rigorous developmental, technical, and reporting standards, and they must be able to deliver the product to districts within 60 days of purchase. No direct state funding is provided; districts will purchase the assessments directly from the approved vendors.
• Provide a developmentally appropriate, norm‑referenced assessment for children ages 3‑5 covering social‑emotional, language/early literacy, and behavior outcomes.
• Include online and paper‑based administration options, multilingual versions, teacher and caregiver components, and clear scoring/reporting formats.
• Demonstrate technical compatibility (PC, Mac, iPad, Chromebook, offline capability) and supply training, technical support, and pricing structures (per‑student, per‑district, volume discounts).
• Meet vendor qualification criteria: business experience, key personnel resumes, references (minimum three, two with high scores), registration with the Mississippi Secretary of State, and no debarment.
