Grants Management System

The Nebraska Department of Education (NDE) is seeking a qualified vendor to design, implement, host, and support a comprehensive Grants Management System (GMS) that will replace its current custom‑built platform. The contract will cover full system lifecycle services: requirements validation, system design, configuration, data migration from the legacy system, testing, training, go‑live support, and ongoing maintenance for up to five years. The solution must be web‑based, secure, accessible (WCAG 2.1 AA), support U.S. data residency, integrate with NDE’s existing financial systems, provide role‑based access, electronic signatures, and 24 × 7 support for critical incidents. The vendor will also be responsible for migration of tens of thousands of grant records and hundreds of thousands of related documents. • Provide a secure, scalable web‑based GMS covering application intake, award, reimbursement, monitoring, reporting, and audit‑ready documentation. • Migrate all existing grant data (≈ 300 sub‑recipients, tens of thousands of applications, hundreds of thousands of payments) and ensure data integrity. • Deliver implementation services, user training, help‑desk support, and ongoing system operation with SLA‑driven uptime (minimum 99.5 %). • Ensure compliance with 2 CFR 200, WCAG 2.1 AA, and Nebraska state procurement regulations, and retain all deliverables as state property.
