Laboratory Information Management System

The City of San Diego’s Public Utilities Department is seeking a qualified vendor to replace its legacy 30‑year‑old Laboratory Information Management System (LIMS) with a modern, integrated solution. The contract will cover full‑service delivery: requirements analysis, system design, data migration of ~35 years of historic data, configuration, instrument integration, testing, training, documentation, and five‑year licensing/support with optional annual renewals. The solution must support 24/7 operation, comply with ELAP/SLAP accreditation, provide robust reporting (~3,000 reports/yr), and integrate bi‑directionally with the City’s Water Information Management System (WIMS) and Salesforce‑based pretreatment system (SFPIMS). The vendor must meet stringent security, CCPA, and NIST requirements, maintain U.S.‑based staffing, and supply performance bonds and insurance. • Deliver a configurable, single‑tenant SaaS (or on‑premise) LIMS with RESTful APIs, Okta SSO, and QR‑code label support. • Migrate and validate >10 million historic records from five Oracle databases and import CSV exports from SFPIMS. • Provide ongoing support, 365‑day technical help desk, and a 99.9 % uptime SLA with defined response and resolution credits. • Perform comprehensive training (end‑user, super‑user, train‑the‑trainer) and supply detailed documentation and a maintenance plan for a minimum five‑year term.
