Description
The National Guard Bureau intends to award a sole source contract to Oak Point Associates for the repair of Building 156 at Pease Air National Guard Base in Newington, NH. The project involves a comprehensive retrofit of the building's mechanical systems, including a full retro-commission of the entire mechanical system, design, and construction. The scope of work includes testing every system input and output, calibrating all sensors for accuracy, and updating the operational sequences to comply with current building codes. The contract will be awarded under the authority of 10 U.S.C. 2304(a)(1) as implemented in FAR 6.302-1, due to the substantial duplication of cost to the government that is not expected to be recovered through competition.
• The project requires an architecture-engineering firm to undertake a comprehensive project beginning with a full retro-commission of the entire mechanical system.
• The design phase will commence after the retro-commission report is delivered, focusing on critical upgrades such as upgrading the chilled water loop pumps to modern variable speed models.
• The design will also incorporate a new backup cooling system for the critical computer room, a permanent solution to prevent rodents from infesting the pad-mounted HVAC unit, and a significant modification of the building's energy management control system.
• The entire project must adhere to special requirements, including DoD Anti-Terrorism/Force Protection standards and specific fire alarm and mass notification system integration codes.
