ADF&G Request for Information (RFI) - Creamers Field Barn Column Stabilization and Repair

The Alaska Department of Fish and Game (ADF&G) is gathering information from qualified contractors on their ability to evaluate, repair, and protect the structural steel columns of the historic Creamer’s Field Barn in Fairbanks, AK. The project involves visual and ultrasonic testing of existing columns, removal and replacement of deteriorated columns, surface preparation, painting, and compliance with hazardous‑material regulations (asbestos, lead paint, PCBs). The work must respect the site’s status on the National Register of Historic Places and coordinate with the State Historic Preservation Office (SHPO). Contractors are asked to confirm capability to perform the full scope and indicate willingness to compete in a future solicitation. • Evaluate structural integrity of 4‑in. and 6‑in. steel support columns in east, west, and pole barns. • Perform visual and ultrasonic testing; identify columns that are structurally unsound. • Replace unsound columns with same‑size steel pipe columns; remove concrete curb only as needed. • Paint all new and retained columns black after rust removal and surface preparation. • Develop and submit OSHA‑compliant hazardous‑materials work plan; possibly conduct additional hazmat assessment. • Manage disposal of asbestos/lead/PCB‑containing materials per state and federal rules. • Coordinate with ADF&G and SHPO to obtain approvals for work on a historic structure.
