On-Call Building Envelope and Fall Protection Consulting Services

The Port of Portland is seeking an experienced consulting firm (or team) to provide on‑call building‑envelope and fall‑protection services across its airport and marine terminal facilities. The contractor will be responsible for periodic condition surveys, detailed design documentation, long‑term maintenance planning, and construction‑inspection administration for roofs, walls, windows, and fall‑protection systems, as well as rapid‑response forensic investigations of failures. The agreement is a five‑year on‑call personal‑services contract with a maximum annual ceiling of $2 million and no guaranteed minimum task‑order volume. • Conduct building‑envelope inspections (roof, wall, window) and produce reports with CAD/BIM deliverables and life‑cycle cost estimates. • Perform fall‑protection system surveys, certifications, and design of repairs or replacements in compliance with OSHA/ANSI Z359. • Provide construction‑administration services, including submittal reviews, field inspections, and punch‑list generation for all task orders. • Develop a 20‑year management plan for envelope upkeep and maintain a rapid‑response capability for emergency repairs. • Meet strict security/badging requirements (TWIC, airport access) and maintain required professional liability and general insurance coverage.
