Road Salt and Ice Melt

The State of Delaware is seeking qualified vendors to supply bulk rock salt, solar salt, and bulk ice‑melt chemicals, and to provide associated delivery and optional emergency services for all state‑funded agencies, municipalities, and other authorized entities. The contract will be an indefinite‑delivery/ catalog‑type agreement covering a two‑year base period with possible extensions. Vendors must meet strict material specifications (AASHTO C143, moisture ≤ 3 %, approved anti‑caking agent) and maintain a minimum inventory of 12 000 tons at the Port of Wilmington. Delivery must occur Monday‑Friday, 8 AM‑2 PM, with penalties for late delivery and moisture‑related price reductions. Reporting, insurance, and certification requirements are also included. • Supply bulk rock & solar salt (AASHTO C143, ≤ 3 % moisture) and bulk ice‑melt chemicals. • Maintain 12 000 tons inventory at Wilmington port; deliver to four geographic zones within 7 days of order receipt. • Provide optional emergency delivery (24 h) and monthly usage reporting; penalties of 1 % per day for late deliveries.
