The City of New London is seeking a qualified operator to manage the newly‑constructed Community Recreation Center. The contract covers full‑service facility management, program development, staffing, maintenance coordination, marketing, financial administration, and compliance with city policies. The operator will be responsible for delivering fitness, aquatics, youth, senior, and community programming while achieving cost‑recovery and revenue targets over a five‑year term, with an optional five‑year renewal. • Comprehensive management of all center operations (programs, rentals, membership, staffing, custodial and maintenance oversight). • Development and execution of marketing and community‑engagement strategies to drive membership and program revenue. • Financial responsibilities include budgeting, cash‑flow projections, reporting, and adherence to insurance, bonding, and performance‑bond requirements (though bonds are waived per Addendum 4). • Mandatory pre‑proposal conference on August 22, 2024 (in‑person or virtual) with a required site tour; questions due by September 2, 2024. • Proposals due October 11, 2024, with a 90‑day proposal validity period and a 5‑year contract term (option for one additional 5‑year renewal).
