Description

The City of Tulsa is seeking a professional services firm to conduct an intensive historic‑preservation survey of the Phase IV portion of the Maple Ridge Historic Residential District. The contractor will identify, photograph, and document approximately 236 properties, complete standardized identification forms, produce narrative historic context, and prepare two map products showing contributing resources and individually eligible properties. All work must follow the Secretary of the Interior’s Standards and the Oklahoma SHPO Intensive‑Level Survey Field Guide, and deliverables are subject to a two‑stage draft review process with the City and OK/SHPO. The contract is funded by a $39,040 federal matching grant, runs for one‑year (with up to four optional one‑year renewals), and requires compliance with City insurance, reporting, and record‑keeping policies. • Survey ~236 historic residential properties, complete forms, take ≥2 elevation photos per property. • Deliver a written report, historic context narrative, Identification Forms, and two GIS‑based maps. • Follow federal historic‑preservation guidelines; undergo first‑draft (≈ Feb 2024) and final‑draft (≈ Apr 2024) review cycles. • Contract budget $39,040; project start ~18 Dec 2023, final completion by 30 May 2024. • Evaluation based on qualifications, timeline, project management, and price; submission required by 15 Nov 2023 (paper + digital).

Budget estimate

$30,000 – $45,000

The solicitation explicitly budgets $39,040 for the entire Phase IV survey. Considering typical professional‑services rates for historic‑preservation surveying (roughly $80‑$120 per hour) and the need for field work, photography, mapping, and report preparation, the final award is expected to be close to the stated budget. Small contingencies for travel or unforeseen site conditions could push the budget slightly higher, while a leaner approach might reduce it. A reasonable estimate therefore ranges from about $30,000 on the low end to $45,000 on the high end.
