Description
The City of Mesa is seeking a qualified vendor to provide comprehensive tire recapping (retreading) services for its heavy‑duty fleet. The contract will be a five‑year requirements contract, allowing the City to issue orders as needed with no guaranteed minimum volume. The vendor must operate a certified retreading facility, handle all logistics (pickup and return within seven working days), meet detailed rubber‑compound specifications, and provide warranties, technical support, and compliance documentation.
• Perform complete retreading of fleet tires, including all repairs, buffing, casing repair, tread application, curing, and final inspection.
• Supply virgin casings (limited brands) and perform up to three nail‑hole repairs per casing; all work must be performed at a certified plant with a valid DOT shop number.
• Manage logistics: pick up tires from City warehouses (West or East), return completed units to the same location within 7 working days, and provide fully itemized invoicing.
• Offer warranty coverage (full refund for failures before 25 % tread wear, prorated thereafter) and replace any tire causing vehicle damage at no cost to the City.
• Meet strict technical specifications for rubber compounds, maintain certification from a recognized retreading association, and allow City‑initiated site inspections and quality‑control audits.
