RFP Program Management Services - MARS

The University is seeking an external consultant to provide comprehensive program‑management services for its Miller Advanced Research and Solutions (MARS) Center. The work is organized into six functional task areas covering portfolio oversight, governance, financial modeling, process improvement, reporting/dashboard creation, and strategic advisory support. The contract is a one‑year firm‑fixed‑price agreement with the possibility of up to four additional one‑year renewals, and the contractor must be able to dispatch qualified personnel on‑site as needed while complying with CMMC Level 2 security requirements. • Portfolio Management – status reviews, risk/issue tracking, leadership dashboards. • Governance & Project Controls – phase‑gate facilitation, KPI development, resource allocation. • Financial Management – budgeting, forecasting, cost variance monitoring. • Process Improvement – SOP creation, methodology enhancements, maturity assessments. • Reporting & Dashboards – visual management tools, scorecards, decision‑support reports. • Strategic Support – advisory services to MARS leadership, special projects, capability development.
