RFP 27-19-3320 Sewer Flow Monitoring Services

The Forsyth County Department of Water and Sewer is seeking a qualified contractor to provide comprehensive sanitary sewer flow monitoring services for a five‑year period (2027‑2031). The contractor will assume operation of existing County‑owned monitoring equipment, transition historical data to a web‑based platform, expand the monitoring network, and deliver ongoing data collection, quality control, reporting, and engineering analysis. The work includes installation, maintenance, field verification, data management, alarm/notification services, and support for SCADA‑integrated flume sites. • Install, remove, and maintain flow‑meter and rain‑gauge equipment at ~24 long‑term sites and additional short‑term monitoring events. • Operate and maintain County‑owned hardware while optionally furnishing compatible or rental equipment. • Provide continuous data acquisition, remote quality‑control, monthly reporting, and a hosted data platform with alarm/notification capabilities. • Conduct field confirmations, equipment calibration, and respond to equipment failures within defined response times. • Deliver a transition plan for taking over existing equipment and historical datasets, ensuring no data gaps. • Meet measurement accuracy requirements (e.g., depth ±0.5 in, velocity ±0.2 ft/s). • Supply required affidavits, forms, and comply with all procurement and contractual provisions.
