Washington State is seeking up to two contractors to provide a cloud‑based legal‑research platform that delivers comprehensive federal, state, and local case law, statutes, regulations, and secondary legal sources to all eligible state agencies, higher‑education institutions, and other authorized purchasers. The contract is a three‑year term (with possible two‑year extensions) and includes a mandatory Vendor Management Fee built into pricing, strict insurance and security requirements, and extensive reporting obligations. Bidders must submit a certification, a detailed price catalog, and optionally a contract‑issues list, and must be registered in the state’s WEBS procurement system. • Provide a secure, web‑based platform with real‑time updates, advanced search, AI‑enhanced tools (optional), and full access to Washington and national legal content. • Meet stringent insurance (CG $2 M, Cyber $3 M, E&O $3 M) and security (SOC 2 Type II, WaTech compliance) standards; no subcontractors allowed. • Deliver quarterly sales reports, annual contract‑sales reports, and maintain a 75 % on‑time reporting/payment record to qualify for contract extensions.
