L099--629-27-1-244-0004 Contractor Representative (OSCR) to support Par Excellence Weight Based Point 629-27-1-244-0004 Par Ex On-Site Rep (VA-27-00007038) of Use (WBPOU) inventory systems

The Department of Veterans Affairs (Southeast Louisiana Veterans Health Care System) intends to award a sole‑source, firm‑fixed‑price contract to Becton Dickinson for flow‑cytometry reagents and to procure a dedicated On‑Site Contractor Representative (OSCR) who will provide full‑lifecycle support for the Par Excellence Weight‑Based Point‑of‑Use (WBPOU) inventory systems at the New Orleans VA Medical Center and its affiliated clinics. The OSCR will be responsible for daily system monitoring, troubleshooting, inventory registration/deregistration, macro verification, training, reporting, and overall system sustainment over a base year with four optional extensions. • One (1) trained OSCR stationed on‑site at the New Orleans VAMC and associated CBOCs/HCCs. • Provide troubleshooting, technical support, and maintenance for WBPOU bin/scale units and associated software. • Manage item lifecycle: registration, deregistration, recall handling, and alignment of physical inventory with system records. • Conduct weekly macro verification, error analysis, and generate detailed operational reports. • Deliver training to VA personnel and maintain communication with VA Supply Chain analysts and Par Excellence helpdesk. • Perform storage optimization and support larger WBPOU expansions or activations. • Contract period: one base year plus up to four one‑year options, with a 2% annual price escalation.
