FY27 - Youth Violence Intervention Program - REBID

The County of Wicomico, MD is re‑issuing an RFP to fund a FY27 Youth Violence Intervention Program aimed at high‑risk youth (ages 12‑24) with justice‑system involvement, gang affiliation, or other risk factors. The selected vendor will design and deliver an in‑person, trauma‑informed mentoring and conflict‑mediation program, provide life‑skills workshops, coordinate with schools, law‑enforcement, and community resources, and report monthly financials and quarterly performance metrics. The contract runs July 1 2026 – June 30 2027 with a total budget of $60,000, and the County may award multiple vendors. • Target population: ≥ 75 high‑risk youth (12‑24) identified via schools, law enforcement, DJS, or local care teams. • Required services: conflict‑mediation workshops, group life‑skills sessions, trauma‑informed care training, partnerships with local agencies, linkage to basic‑needs services, racial‑equity and ACE‑reduction components. • Deliverables: monthly financial reports, quarterly performance reports, quarterly site‑visit participation, monthly vendor meetings. • Evaluation criteria: program design, past performance, cost reasonableness, staff qualifications, sustainability, and outcomes measured via Results‑Based Accountability (How Much, How Well, Better Off). • Key dates: Release 28 Sep 2026, pre‑proposal meeting 6 Oct 2026 (non‑mandatory), questions due 13 Oct 2026, proposal due 20 Oct 2026 2:30 PM.
