Escrow and Title Services for Community Development Block Grant Disaster Recovery Programs

The County of Maui Office of Recovery is seeking proposals from qualified firms to provide escrow and title services for the Community Development Block Grant Disaster Recovery Programs. The selected firm will assist the County in managing escrow funds and providing title services for programs funded under the CDBG-DR Program Portfolio. The contract term will be three years with the option of two one-year extensions. The proposal should include a technical approach, qualifications, price, and other factors considered advantageous to the County. • The proposal should include a cover letter, executive summary, qualifications of the proposer, capacity, financial stability, certifications, and a proposed plan of action. • The County reserves the right to reject any or all proposals, cancel the RFP process, or negotiate with one or more proposers. • The evaluation criteria will include responsiveness, technical approach, qualifications, price, and other factors. • The County will conduct an independent evaluation of the price to assess its reasonableness and overall value.
