Description

The Shelby County Board of Education is seeking a qualified vendor to provide comprehensive non‑E‑Rate network cabling services for its K‑12 schools. The contract is a fixed‑price, one‑year convenience‑type agreement with two optional one‑year extensions, covering design, installation, testing, documentation, and warranty of both fiber‑optic and copper cabling across roughly 400 closets and 35,000 network drops, as well as associated electrical work. The vendor must maintain a local office within 100 mi of the administration building, employ BICSI‑registered staff, hold Master Electrician licensing, and meet a 25 % MWBE utilization goal. Key requirements include: • Installation of ~10,000 fiber connections (OM4 multimode and OS2 single‑mode) and ~35,000 Cat6a plenum‑rated copper drops. • Full testing and certification (Fluke DTX‑1800 for copper, optical loss ≤ 2 dB/strand). • Provision of as‑built drawings, labeling, and a one‑year parts‑and‑labor warranty plus manufacturer warranties. • Ability to respond to ~200 service requests annually (routine ≤ 24 h, emergency ≤ 5 h). • Compliance with TIA/EIA‑568, NEC, NFPA, and BICSI standards, and maintenance of required insurance and background‑check credentials.

Budget estimate

$5,000,000 – $12,000,000

The solicitation does not disclose a total contract value. Based on the scope—~10,000 fiber strands, ~35,000 copper drops, associated hardware, labor, testing, warranty, and a multi‑year optional extension—similar school‑district network upgrades in Tennessee typically range from $5 million to $12 million for a single‑year base contract. Factors influencing the final amount include the exact quantity of cable runs, the number of schools participating, and any additional optional services (emergency response, spare‑part inventory). Therefore a reasonable estimate is between $5 M and $12 M.
