Pinedale Gaseous Ambient Air Monitoring Project

The State of Wyoming’s Department of Environmental Quality – Air Quality Division is seeking a qualified vendor to operate, maintain, and report data from the Pinedale Gaseous Ambient Air Monitoring Station for a two‑year period. The contractor will be responsible for a smooth transition (if needed), routine field operations, data validation, hourly and camera data transmission, monthly site visits, utility payments, quarterly and annual reporting, and an end‑of‑contract transition plan. The scope includes spare parts procurement, calibration services, emergency visits, and compliance with EPA QA/QC standards. The contract period runs from May 1 2027 through April 30 2029, with final data reporting due August 31 2029. The award is tentatively scheduled for November 23 2026, and proposals must be submitted by November 9 2026. • Operate and maintain the Pinedale gaseous monitoring station (O₃, NOₓ, PM2.5, meteorology). • Provide near‑real‑time data upload to WyVisNet SFTP and EPA AirNow. • Conduct quarterly calibration, semi‑annual meteorological service, and monthly preventive maintenance visits. • Manage utilities, cellular communications, and spare‑parts inventory (estimated $1,000 / yr camera lease, $85 / mo communications, $50 / mo gas cylinder). • Deliver weekly progress emails, monthly progress reports, quarterly data packages, and an annual comprehensive report. • Develop and execute a transition plan with the incumbent contractor and an exit transition plan at contract end. • Ensure ≥90 % data recovery each quarter and compliance with EPA QA Handbook and QAPPs.
