Description

The California Energy Commission’s Clean Transportation Program is offering up to $60 million in grant funding to develop medium‑ and heavy‑duty zero‑emission vehicle (ZEV) port infrastructure. Eligible projects must install in‑ground electric‑vehicle (EV) charging ports (minimum Level 2, public‑access ports ≥ 200 kW) or hydrogen‑fuel‑cell refueling stations (minimum two heavy‑duty dispensing positions, one ≥ 700 bar) at California seaports or land ports of entry. Applicants may be ports themselves or public/private entities that secure a supporting letter from a port. Funding caps at $10 million per project, with a required 25 % match (cash and/or in‑kind) and a maximum CEC share of 75 % of total project cost. Projects must serve disadvantaged or low‑income communities (≥ 50 % of locations) and meet extensive technical standards (OCPP 2.0.1, ISO 15118, Energy‑Star where applicable) and reporting obligations (quarterly progress, reliability, utilization, CEQA compliance). The award term must conclude by 31 Oct 2029, with a 12‑month data‑collection period and ongoing reporting for three years. • Funding: up to $60 M total; $10 M max per award; 25 % match required. • Scope: EV charging (≥ 20 new ports) or hydrogen refueling (≥ 2 positions) at ports; includes grid upgrades, DER up to 50 % of grant per port/position. • Eligibility: California ports, public entities acting on their behalf, or private entities with a port support letter; ≤ 50 active CEC‑funded ZEV projects. • Technical & Reporting: OCPP 2.0.1 compliance, Energy‑Star (except >350 kW), 97 % EV uptime, 95 % H₂ uptime, quarterly/annual data submissions, CEQA worksheet within 6 months of NOPA.

Budget estimate

$3,000,000 – $10,000,000

The solicitation caps individual grant awards at $10 million, with the CEC covering up to 75 % of total project costs. Considering typical match contributions (≈ 25 % to 30 % of total cost) and the potential for additional in‑kind support, a firm that wins a full‑size award could expect to receive roughly $6 million–$9 million in reimbursable funds, plus the opportunity to bill for match‑share work. Smaller awards or projects focusing on fewer ports would yield proportionally lower budgets.
