RFP No. 27-27 – On-Call Public Involvement Services

The New Mexico Department of Transportation is seeking a qualified firm to provide on‑call public involvement services for transportation projects at the NEPA level. The contractor will facilitate stakeholder meetings, public hearings, and community engagement, produce transcripts, develop web content, create visual aids, and ensure ADA compliance. The work is performed on an as‑needed basis over a maximum four‑year contract term, with hourly rates to be proposed by the vendor. The solicitation is federally funded (CN 9901390) and therefore does not allow New Mexico preference points. • Scope includes stakeholder facilitation, public hearing transcription, website and media content creation, visual renderings, and ADA‑compliant outreach. • Contractor must have a bachelor’s degree in communications, public relations, or a related field and at least three years of experience with NEPA, Section 106, ESA, and the Clean Water Act. • Submissions are due by August 26, 2026 (2 PM EDT) via the Bid Express portal; mandatory acknowledgment and required forms must be filed by early August.
