Description

The State of Arkansas is seeking bids for Switched Ethernet or other compatible connectivity from agency locations to Contractor aggregation locations and between Contractor aggregation locations ending at the State aggregation locations. The goal is to provide cost-effective telecommunications services to support the State network. The contract is expected to be for a term of four years, with the possibility of renewal for up to three additional one-year terms. The bid must include pricing for all bandwidths for each address bid, and the Contractor must be able to provide up to three VLANs on a single Ethernet hand-off at agency sites. Some key features of the required service include: • Support for the transport of existing applications and related data • Compatibility with customer public or private IPv4 and IPv6 addressing • Provisioning of Ethernet Class of Service (CoS) as Business Critical – Medium • Ability to honor and act upon packets or frames with traditional QoS or CoS markings • Support for private and public IP addresses • Configuration to support IEEE 802.1Q “tagging” • Symmetrical handoff for all proposed services The State will evaluate bids based on the lowest average cost per Mbps for that address over 48 months of the Official Bid Price Sheet submitted by the Prospective Contractor.

Budget estimate

$4,000,000 – $20,000,000

The budget for this contract is difficult to estimate, as the bid document does not provide a clear indication of the total contract value. However, based on the scope of work and the fact that the State is seeking to purchase additional bandwidth and lower agency costs per unit of bandwidth, it is possible that the contract value could be in the range of $1 million to $5 million per year, depending on the number of agencies and locations involved. Over the four-year term of the contract, the total budget could be in the range of $4 million to $20 million.
