On Call Consultant for Emergency Management Operations

The purpose of this solicitation is to establish one or more contracts with qualified firms to provide professional consulting, technical, operational, and administrative services in support of Coconino County Emergency Management’s mission on an as-needed basis. Services may be required before, during, or after incidents, disasters, emergencies, or planned events. The selected contractor(s) shall possess demonstrated expertise in disaster operations, grant and reimbursement processes, technical program support, and multi-agency coordination, and must be capable of providing rapid, scalable assistance aligned with the County’s operational needs and timelines. Some key services that may be required include: • Emergency Operations Center (EOC) staff augmentation • Incident management planning and operational support • Situation reporting, resource tracking, and documentation • Field deployment for damage assessment and operational coordination • Multi-agency coordination support • Disaster grant and funding support • Recovery operations support • Mitigation and resilience services • Planning, training, and exercises • Technical specialty services
