Organizational Staffing Needs Assessment

The City of Missoula Parks & Recreation Department is seeking a qualified consultant to conduct a comprehensive evaluation of the Department's organizational structure, staffing levels, reporting relationships, and job descriptions. The consultant will provide a written assessment of the current organizational structure and staffing model, including strengths, challenges, and opportunities for improvement. The consultant will also recommend updates to job descriptions, improvements to supervisory capacity and communication flow, and a practical implementation plan. • The Department is looking for a consultant with experience in conducting organizational and staffing assessments for public-sector agencies. • The consultant will review job descriptions, reporting relationships, and division responsibilities. • The consultant will conduct interviews with staff and leadership and review key documents. • The consultant will benchmark organizational structure and staffing levels against comparable parks and recreation agencies. • The consultant will identify inconsistencies or outdated elements in job descriptions and recommend updates. • The consultant will develop one or more recommended organizational structures that address reporting relationships, staffing levels, and program alignment across divisions.
