Description

The West Virginia State Rail Authority (SRA) is seeking qualified contractors to replace approximately 4,000 railroad crossties and perform track surfacing on the South Branch Valley Railroad (SBVR) between milepost 43.0 and 51.0. The contract includes removal and disposal of old ties, supply and installation of new hardwood/creosote‑treated ties, new spikes, re‑gaging to 56½ inches, rail anchoring, ballast regulation, and production tamping. Work must coordinate with SBVR train schedules, obtain all required permits, and complete final cleanup and inspection. The lowest qualified responsible bidder will be awarded the contract. • Scope: Replace 4,000 crossties, install new spikes, re‑gage, anchor rails, ballast regulation, and final surfacing/tamping. • Location: South Branch Valley Railroad, WV (MP 43.0 – MP 51.0, includes five bridges). • Materials: AREMA‑specification hardwood/ oak ties (Grade 5), 6‑in. track spikes, tie plugs/plates. • Schedule: Vendor may work any hours but must coordinate with freight (Mon‑Fri) and excursion trains (weekends) and allow ≥30 days before tamping after tie installation. • Requirements: Minimum five similar railroad construction projects; all permits/licenses obtained by vendor; disposal of old ties/spikes; final inspection and warranty documentation. • Award: Lowest qualified responsible bid; up to five alternates allowed.

Budget estimate

$800,000 – $2,000,000

Based on typical industry costs for railroad tie replacement (material ≈ $100‑$150 per tie plus labor, equipment, disposal, and surfacing), the total cost for 4,000 ties can range from $500,000 to $800,000. Adding surfacing, ballast regulation, tamping, permits, and contractor overhead typically adds 30‑80 % to the base cost. Consequently, the overall contract value is likely to fall between **$0.8 million and $2 million**. Factors influencing the final amount include the exact mix of hardwood vs. oak ties, distance to material staging yards, the number of bridges requiring special work, and any schedule acceleration premiums.
