School Turnaround Program Support (FY27-FY31)

The State of Tennessee’s Department of Education is creating a pre‑qualified list of independent contractors who can serve as “school‑turnaround experts” for priority schools. Selected contractors will conduct a Comprehensive School Analysis (CSA) within 90 days of contract start, produce reports, develop turnaround and professional‑development plans, and may offer additional reimbursable services. Compensation is paid by local education agencies or charter schools, not directly by the State, under a no‑cost contract lasting 54 months. • Conduct a 90‑day Comprehensive School Analysis covering academics, leadership, curriculum, PD, climate, and operations. • Deliver analysis reports and collaborate with school leadership to craft a detailed turnaround plan and associated PD plan. • Meet strict background‑check, insurance, data‑security, and compliance requirements; all personnel with student contact must pass FBI/TBI checks. • Contracts are “no‑cost” to the State; payment is negotiated directly with each LEA or charter after selection from the pre‑qualified list.
