Meter Box Inspection Program

The City of Newport News is soliciting a qualified contractor to perform an annual, comprehensive inspection of approximately 30,000 water meter boxes (out of a total inventory of 133,000) and to provide a cloud‑based inspection management platform for data capture, reporting, and integration with existing GIS/asset‑management systems. The contract is for an initial one‑year term with up to three optional one‑year renewals. The contractor must supply trained inspection crews, all necessary equipment, and a secure software solution that supports GPS tracking, photo documentation, GIS mapping, and API‑based data exchange. Deliverables include detailed inspection reports, severity classifications, corrective‑action recommendations, and aggregate trend analyses. • Inspect ~30,000 water meter boxes per year on a five‑year rotation cycle. • Perform visual, functional, and safety checks; document defects, leaks, tampering, and accessibility issues. • Capture GPS coordinates, photographs (before/after), and meter data on a secure cloud platform with real‑time dashboards. • Provide GIS‑compatible data exports (Excel, CSV, Shapefile, GeoJSON) and API integration with City systems (SAP, CMMS, ERP). • Supply all labor, vehicles, tools, safety gear, and consumables (e.g., lids, stickers, paint). • Maintain QA/QC procedures, peer‑review of critical findings, and monthly progress meetings. • Contract includes optional software licensing fees and optional additional services.
