Polygraph Examination Services

The City of Peoria, Arizona has awarded a contract to Pass Investigations LLC for polygraph examination services. The contract is for a term of 4 years, with the option to renew. The vendor will provide pre-employment polygraph testing to police officer applicants, reserves, and civilian applicants as required by the City of Peoria Police Department. The vendor will also provide specific issue examinations upon request. The contract includes provisions for the vendor to adhere to all state, local, and federal laws, as well as the American Polygraph Association Code of Ethics and Standards of Practice. Some key points of this contract include: • Pre-employment polygraph testing for police officer applicants, reserves, and civilian applicants • Specific issue examinations upon request • Adherence to all state, local, and federal laws • Adherence to the American Polygraph Association Code of Ethics and Standards of Practice • Use of approved testing formats validated by the American Polygraph Association • Utilization of a written questionnaire provided by or approved by the City of Peoria Police Department • Conducting pre-test interviews with each applicant • Administration of an acquaintance exam prior to the employment polygraph examination • Coverage of general information with each applicant, including employment history, prior criminal activity, military service, and more • Conducting post-test interviews with applicants if results are inconclusive or deceptive • Audio and video recording of all pre-test interviews, examinations, and post-test interviews • Testimony in court or at the Disciplinary Review Board and/or Civil Service Board as an expert witness when necessary • Delivery of a detailed written report documenting the candidate's responses to the categories, as well as the audio and video recordings of the examination, within 24 hours of the examination • Use of a standardized reporting format approved by the City of Peoria Police Department • Maintenance of all related notes and charts for 2 years and making them accessible to the City of Peoria Police Department upon request • Provision of a monthly list of all polygraphs performed, including the last name of the person tested and the date tested
