Mandatory functional areas included incident capture, patient demographics, fire inspection tracking, personnel and equipment management, and robust security/audit controls. The contract was to run for ten years, with a 30‑day termination clause and no automatic renewal. Evaluation weighted solution capability (40 pts), methodology (25 pts), performance history (15 pts), cost (10 pts), economic resources (5 pts), and proposal quality (5 pts). All 360 invited vendors submitted bids, but ultimately every bid was rejected.
