Description
The City of Wilmington is seeking qualified firms to provide on‑call land‑surveying and related review services under a Master Professional Services Agreement. The agreement will be a three‑year, FEMA‑funded contract with the ability to issue individual task orders for specific surveying, mapping, GIS, wetland, hydrographic, and utility‑location work. Firms must demonstrate NC surveying licenses, appropriate insurance, and a good‑faith effort to involve minority‑owned businesses. The solicitation is a qualifications‑based selection; multiple firms (estimated 4‑5) may be awarded “on‑call” status and will be compensated on a fixed‑fee basis for each task order.
• Scope covers ALTA/NSPS boundary surveys, topographic, hydrographic, GIS data collection, wetland delineation, utility location, and related documentation.
• Contract term is three years with optional two‑year renewal; each task order is a fixed‑price effort with payment within 30 days of invoice.
• Federal FEMA funding imposes Davis‑Bacon, Buy‑America, civil‑rights, and other compliance clauses; firms must meet insurance minimums of $1 M per occurrence.
