Description
The City and Borough of Wrangell solicited professional consulting services to produce a comprehensive Master Plan and subdivision design for the 134‑acre former Wrangell Institute site. The work includes utility infrastructure assessment, site and engineering analysis, environmental review, stakeholder communication planning, subdivision layout, fiscal impact analysis, and a funding strategy, with deliverables required in both hard‑copy and GIS digital formats.
• Scope covers utilities (water, sewer, power, telecom), wetlands, road access, and zoning changes.
• Deliverables: draft reports (June 1 2016) and final master‑plan/subdivision package (Sept 2016).
• Budget ceiling set at $96,000; two firms submitted proposals (WH Pacific – $90k; Corvos Design – $94,349).
• Addendum 1 (Oct 20 2015) clarified that contour data are available only as GIS PDFs/JPGs, not AutoCAD files.
