Description
The Alaska Energy Authority issued a competitive term agreement (RFP 22045) for environmental and permitting services supporting the Bradley Lake Hydroelectric Project. The contract calls for FERC licensing support, fisheries and in‑stream flow studies, wetlands/vegetation inventory, wildlife plans, environmental permit acquisition, and communications. The award was made to three consulting firms (Kleinschmidt Associates, Stantec Consulting Services, and HDR Alaska) who will compete for individual task orders over a three‑year base period, with up to three one‑year extensions. The contract allows a maximum ceiling of $5 million (original RFP) to $7.5 million (addendum) for the full six‑year potential term, and uses a mix of fixed‑price and cost‑plus‑fee payment methods.
• Scope covers FERC licensing, fisheries, water‑quality, wetland mapping, wildlife studies, and related permitting.
• Term: 3‑year base (Apr 2022‑Apr 2025) plus three optional 1‑year extensions.
• Multiple award: three vendors share the work, with primary contractor receiving the majority of task orders.
