Description
The Western Virginia Water Authority (WVWA) issued a fixed‑price solicitation for a comprehensive Sanitary Sewer Master Plan covering its entire service area (≈ 1,050 mi of gravity sewers, 30 mi of force mains, 30 lift stations, and > 28,000 manholes). The scope requires the vendor to review existing data, conduct system‑wide flow monitoring, develop and calibrate a full‑system hydraulic model, generate future demand projections, assess capacity constraints, and produce a phased capital‑improvement plan (CIP) along with a full written master‑plan report. The work is budgeted at $700,000, to begin in late October 2024 and be completed in roughly 18 months (by April 2026). After a pre‑proposal meeting and an addendum extending the proposal deadline to 12 Sep 2024, the contract was awarded to Black & Veatch on 30 Sep 2024. Key deliverables include multiple Technical Memoranda (flow‑monitoring plan, model calibration, growth projection, system‑capacity assessment, CIP plan) and a final master‑plan report.
• Data review, GIS and asset inventory integration, and risk analysis
• Full‑system hydraulic modeling (InfoWorks ICM or equivalent) with calibration using flow‑meter data
• Future demand forecasting, capacity analysis, and phased CIP with cost estimates
• Final master‑plan report and supporting graphics for stakeholder review
