Description:
The County of Butte is seeking a firm to operate a Mixed Organic Processing Facility (MOPF) to process mixed organic waste materials. The MOPF will be located on a 118.56-acre parcel north and east of the Neal Road Recycling and Waste Facility (NRRWF). The facility will receive and process organic waste materials, including food and yard waste, and will be designed to handle 7,500 to 30,000 tons of mixed organics annually. The Respondent will be responsible for all costs associated with environmental permitting, design, construction, operations, and maintenance of the facility. The County is also interested in short-term solutions to address mixed organics processing needs while the long-term facility is being developed. Some key points about the job include: • The facility will operate 7 days a week, from 7:00 am to 4:00 pm, excluding certain holidays. • The Respondent will be responsible for training and providing written procedures for personnel operating the scale house. • The facility will be designed to minimize environmental impacts, such as odor, noise, and dust. • The Respondent will be responsible for all necessary environmental studies and permitting for the construction and operation of the facility. • The County reserves the right to approve or deny plans for any improvements at the facility.

Budget Estimate (AI):

$5,000,000 – $20,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a clear indication of the payment amount. However, based on the scope of work and the fact that the facility will be processing 7,500 to 30,000 tons of mixed organics annually, it is likely that the budget will be substantial. A possible estimate could be in the range of $5 million to $20 million per year, depending on the cost of operating the facility, the revenue generated from the sale of compost, and other factors. The actual budget will depend on various factors, including the Respondent's proposal, the County's budget, and the terms of the agreement.
