Description

The State of New Hampshire Judicial Branch is seeking a qualified organization to design and operate a “Family Leader” pilot program that embeds parents with lived experience in child‑abuse/neglect cases into the Family Treatment Court (FTC) and Supported Family Approach (SFA) initiatives. The contractor will recruit, train, compensate, and provide ongoing support to these Family Leaders, ensuring their active participation in steering and advisory meetings, project collaborations, and data‑driven improvement activities across designated counties. The effort includes detailed reporting, performance tracking, and coordination with multiple partner agencies (DCYF, courts, community groups). • Recruit and onboard 5‑7 Family Leaders per site (Sullivan County and/or Concord) and manage their employment (hourly stipend ~$30/hr plus child‑care, transportation, and other supports). • Deliver training (DCYF “Better Together”/“FELEIA”) and facilitate their ongoing participation in FTC/SFA steering, advisory, and project teams (monthly/quarterly meetings). • Produce 2‑4 collaborative projects per site each year, maintain bi‑annual progress reports, and submit a final performance report at contract close. • Provide program administration, payroll processing, data tracking, and regular liaison with the Statewide FTC Coordinator and other partners.

Budget estimate

$400,000 – $800,000

Based on the RFP’s suggested hourly stipend of $30 for each Family Leader, assuming an average of 20 work hours per week per leader, the annual cost per leader would be roughly $31,200. With an estimated 12 leaders (5‑7 per site) the direct labor cost alone would be about $374,000 per year. Adding administrative overhead, training, travel, supplies, and indirect costs (≈20‑30% of direct costs) could bring the total contract value to between $400,000 and $800,000 for the initial 1‑year term, scaling upward if the contract is extended to the maximum three‑year period.
