Sewer Pipe Defect Repair 2025

The City of Bellevue is seeking a qualified contractor to perform extensive sewer pipe defect repairs across 33 assets throughout the city. Scope includes installation of new PVC pipe, Cured‑in‑Place Pipe (CIPP) liners of various diameters, side‑sewer liners and tees, an inside drop structure, and associated mobilization, traffic control, pipe cleaning, CCTV inspections, erosion control, and property restoration. Work must comply with city‑specified traffic‑control plans, noise ordinances, and apprenticeship utilization (15%). The contract will be awarded to the lowest responsible and responsive bidder, with a performance period of 110 calendar days from notice to proceed. Engineer’s estimate ranges from $2.8 M to $3.4 M. • Install ~38 LF of 8‑in. PVC pipe and ~9,925 LF of CIPP liners (6‑in., 8‑in., 10‑in.) • Provide 14 side‑sewer CIPP liners, 2 CIPP tee liners, 2 side‑sewer tees, and 1 inside drop structure • Perform mobilization/demobilization, traffic control, pipe cleaning, pre‑ and post‑construction CCTV inspections, water‑pollution/erosion control, bypass systems, and property restoration • Work at 33 sewer assets, adhering to city‑approved traffic‑control plans and night‑work permits where required • Submit bid bond ≥5 % of bid, performance and payment bonds required after award • Completion required within 110 days of notice to proceed
