The contract is divided into two service areas – one focused on day‑laborer organizations (with borough‑specific competition pools) and another on multilingual training providers – each requiring English plus at least one additional language, with mandatory SST refresher training, outreach, data reporting, and a physical training location for Service Area 1. Performance metrics are based on enrollment and completion rates, with 20 % of contract value retained as performance‑based payment payable at the end of the term.
