Charlotte Douglas International Airport is seeking qualified professional consulting firms to provide land‑development planning and strategy services for its non‑aeronautical parcels. The work will be delivered on a task‑order basis, allowing the airport to issue separate orders for individual parcels or groups of parcels, and multiple firms may be awarded separate task orders. The consultant will be expected to conduct market analysis, highest‑and‑best‑use studies, financial feasibility, and to develop implementation plans that align with airport economic goals and regulatory requirements. • Conduct strategic market and industry analysis for airport‑adjacent lands. • Produce highest‑and‑best‑use, financial feasibility, and P3/ground‑lease models. • Provide regulatory reviews (FAA, FMV, air‑space) and stakeholder engagement plans. • Deliver phased implementation timelines and support optional services such as RFQ preparation, developer negotiations, and advanced economic‑impact modeling. • Work under task‑order contracts with a 3‑year base term and potential two‑year extensions.
