PTAG 6.1.1. Notice of Intent to Sole Source - Arbitration Services

The United States Patent and Trademark Office (USPTO) is seeking to sole source arbitration services from Ms. Torres Blanca. The USPTO intends to negotiate and award a Purchase Order for Arbitration Services under NAICS Code 541199 – All Other Legal Services. The estimated period of performance is twelve months, and the anticipated award date is October 1, 2025. The key aspects of this opportunity include: • The USPTO is exempt from the Competition in Contracting Act (CICA) for this procurement. • The Alternative Competition Method is being used in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act. • Ms. Torres Blanca is the only known qualified source, having already been agreed upon by both parties. • The USPTO believes it is in the best interest of the Government to proceed with this arbitrator through the conclusion of this case.
