Design Services for Mendenhall Wastewater Treatment Plant (MWWTP) Integrated Biosolids Disposal System Using Pyrolysis

The City and Borough of Juneau is seeking a consultant to provide design services for the Mendenhall Wastewater Treatment Plant (MWWTP) Integrated Biosolids Disposal System Using Pyrolysis. The project aims to evaluate alternatives for an integrated biosolids disposal solution using pyrolysis and provide all necessary design services to prepare complete, bid-ready construction drawings, specifications, bid schedule, and engineer’s estimate for construction at the MWWTP. The scope of work includes conducting design workshops, preparing conceptual and final project designs, and ensuring that the design remains in conformity with the estimated construction budget. The consultant will also be responsible for providing consulting services through the bid and award phase and attending the pre-bid conference and pre-construction conference. • The project is funded by the State of Alaska – Department of Environmental Conservation. • The project must be constructed in accordance with the Build America, Buy America Act (BABA). • The consultant will evaluate integration of the proposed pyrolysis unit with the facility’s existing Bioset/BioCon sludge dryer and solids handling processes. • The design shall emphasize a compact footprint suitable for retrofit within constrained plant infrastructure, utilize durable materials and simplified mechanical systems to reduce maintenance demands, and incorporate a high level of automation to minimize operator oversight while maintaining safe, reliable operation. • The consultant will provide design clarification as requested by the CBJ Project Manager during construction. • The consultant will attend all required public meetings and shall be available to present the design and project schedule to the Assembly, or their subcommittee, if directed by the CBJ Engineering Department.
