Benefits Assessment & Special Parcel Tax Administrative Services

Valley Water is seeking a qualified consulting firm to provide comprehensive benefits‑assessment and special‑parcel‑tax administration services for its Benefit Assessment Districts and the Safe, Clean Water and Natural Flood Protection Special Taxing District. The contractor will manage data collection, levy calculations, database updates, tax‑roll preparation, senior‑exemption processing, and property‑owner support over a five‑year period (FY 2026‑27 through FY 2030‑31). The work is highly data‑intensive, requiring expertise in California property‑tax assessment, special‑tax engineering, and stakeholder communication. • Perform project‑management, data acquisition from Santa Clara County Assessor, and compile fiscal‑year levy amounts. • Develop and maintain financing‑district databases, generate preliminary and final tax rolls for five fiscal years, and submit rolls to the County for inclusion on property‑tax rolls. • Apply senior‑homeowner exemptions, address parcel changes, and respond to property‑owner inquiries throughout the contract term. • Deliver all reports and deliverables in PDF and native editable formats, adhere to Valley Water’s Quality Environmental Management System (QEMS), and meet strict timelines for each fiscal year. • Must have ≥10 years experience levying special parcel taxes/benefit assessments in California counties comparable to Santa Clara, and provide three recent client references.
