Quality of Life Assessment

The Santa Clara Valley Transportation Authority (VTA) is seeking a qualified firm to conduct a Quality of Life Assessment (QOLA) that will identify transportation‑related actions and metrics needed to support a high quality of life for Santa Clara County residents. The contractor will analyze existing policies, plans, and community goals, produce recommendations that will feed into VTA’s Valley Transportation Plan and the Metropolitan Transportation Commission’s Plan Bay Area 2060, and deliver a final report to the VTA Board. The contract is for an 18‑month term with a base value expected in the mid‑hundreds of thousands of dollars. • Conduct a comprehensive assessment of transportation impacts on quality of life (housing, equity, health, environment, mobility). • Review and integrate VTA’s existing plans (Transit‑Oriented Community Policy, Climate Action Plan, Bicycle Plan, etc.). • Develop actionable recommendations, performance metrics, and prioritization for the next Valley Transportation Plan. • Coordinate with VTA staff, regional agencies, and community stakeholders; attend virtual pre‑proposal conference (Oct 30) and optional oral presentations (Jan 7‑11 2027). • Deliver a final written report and presentation to the VTA Board before contract end.
