The State of Vermont is seeking a vendor to supply and manage enterprise‑wide Direct Internet Access (DIA) and commodity broadband circuits, replacing legacy ELAN/E‑LINE services and providing the transport layer for the State’s upcoming SD‑WAN architecture. The contract will run for an initial five‑year term (with up to two optional one‑year renewals) and requires flexible, provider‑agnostic provisioning, dual‑feed redundancy at critical sites, and strict SLA performance (99.9 % uptime, low latency/jitter/loss). The vendor must handle billing consolidation, compliance with multiple security standards (CJIS, HIPAA, IRS 1075), and deliver quarterly operational reviews, but will not be responsible for SD‑WAN design or management. • Provide Layer‑3 DIA or commodity broadband circuits (250 Mbps‑2 Gbps) with standard Ethernet hand‑off at each site. • Deliver dual‑feed, physically diverse paths for critical locations and allow month‑to‑month or annual contract flexibility with no early‑termination penalties. • Meet SLA guarantees (99.9 % uptime, ≤ 40 ms latency, ≤ 15 ms jitter, ≤ 0.5 % packet loss) and supply 24×7/365 U.S.–based NOC support, plus quarterly billing and performance reporting. • Ensure compliance with CJIS, HIPAA, IRS 1075, and state security policies; provide quarterly security attestations. • Exclude any SD‑WAN design, configuration, or MPLS services; focus solely on transport‑layer circuit provisioning and ongoing maintenance.
