Vermont Bids and Bidding Guide

Vermont state solicitations come from the Office of Purchasing and Contracting (OPC) inside Buildings and General Services, and the state's eProcurement system is VTBuys. Separately, the Vermont Business Registry is free to register with and lets you pick which categories of bid opportunity you want emailed to you — state, federal and local. Below the state, Vermont is towns: 10 cities and roughly 240 towns, plus 14 counties whose procurement is far narrower than most guides imply.

Where Are Vermont RFPs Published?

  • Office of Purchasing and Contracting — current bid listings, plan holder lists and bid tabulation sheets. No registration to browse.
  • VTBuys — the state's eProcurement system for issuing and responding. Supplier account required.
  • Vermont Business Registry — email notices for state, federal and local categories you choose. Free.
  • Vermont APEX Accelerator — free counseling for federal contracting.
  • Towns and cities — most Vermont purchasing authority, spread across roughly 250 municipalities. Varies by town.
  • 14 counties — courthouses and sheriff's departments only. Narrow scope.

The Vermont Business Registry is the highest-value ten minutes available here, because it is not state-only — it carries state, federal and local municipal opportunities in one place, which in a town-governed state is exactly the coverage problem you need solved. The OPC pages are worth a second look too: the bid tabulation sheets show what previous solicitations actually drew and from whom, which is better pricing intelligence than anything you can guess. And if federal work is on your list, the Vermont APEX Accelerator is the free counseling program — the same organization older guides call the Vermont PTAC, under its current name.

Do Vermont Counties Issue RFPs?

Barely, and it is worth setting expectations before you go looking. Vermont's 14 counties have no county commission or council — two elected assistant judges run each county's administration, and counties have only the powers statute gives them. What they do buy is narrow and predictable: courthouse construction and maintenance, county buildings and sheriff's departments.

The 14 are Addison, Bennington, Caledonia, Chittenden, Essex, Franklin, Grand Isle, Lamoille, Orange, Orleans, Rutland, Washington, Windham and Windsor. Chittenden holds Burlington and its suburbs and is by far the most populous. If you sell in the county categories, they matter. If you do not, the towns are your market and the county names are orientation only.

Who Are the Biggest Local Buyers in Vermont?

  • Burlington — Vermont's largest city: municipal infrastructure, waterfront, utilities.
  • South Burlington — Burlington International Airport and commercial development.
  • Rutland — regional services for southern Vermont and a historic building stock.
  • Essex Junction — Vermont's newest city, incorporated in 2022: schools and municipal services.
  • Colchester — Lake Champlain shoreline: public works, parks, water infrastructure.
  • Bennington — southwestern regional hub: municipal services and historic preservation.
  • Brattleboro — southeastern regional center for services and arts facilities.
  • Hartford — Upper Valley services, transport and tourism infrastructure.
  • Williston — commercial and retail development near Burlington.
  • Montpelier — the state capital and Washington County seat.

One detail worth correcting if you are working from an older guide: Vermont had nine cities until Essex Junction incorporated as the tenth in 2022. The rest of the state is roughly 240 towns, each running its own purchasing. That makes the local layer wide and shallow — many small buyers, which is the actual opportunity in Vermont.

How Do You Find Vermont RFPs Efficiently?

Set up alerts on both sides. The Vermont Business Registry will send notices for the categories you selected; a Saved Search covers everything the Registry does not, emailing new Vermont matches in one email digest, daily or weekly, at the hour you pick. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, which reaches the state, the towns, the school districts and the utilities in one place. If choosing keywords is the awkward part, a Match profile describes your business once and surfaces what fits it. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Vary your vocabulary when a search comes back empty. Small-town clerks and state buyers do not write solicitations the way vendors write capability statements — "facility improvements" and "site work" turn up jobs that "construction" misses entirely.

Where Should You Start With Vermont RFPs?

  1. Register free on the Vermont Business Registry and pick your notification categories. That one signup reaches state, federal and local at once, which nothing else in Vermont does.
  2. Check the OPC bid tabulation sheets for your category before you price anything. They show what previous solicitations drew and from whom.
  3. Decide how you are covering roughly 250 towns and cities. In a state this decentralized, that decision matters more than anything you do at the state level.

In Vermont the work is small, scattered across hundreds of towns, and largely ignored by vendors who only watch state portals — which is precisely why it is worth watching.

FAQs

Where are Vermont state RFPs posted?

Through the Office of Purchasing and Contracting (OPC) inside Buildings and General Services, which publishes current bid listings, construction plan holder lists and bid tabulation sheets. Vermont's eProcurement system is VTBuys. The free Vermont Business Registry separately emails bid notices for categories you select, covering state, federal and local opportunities.

What is the Vermont Business Registry?

A free registration that lets you choose which categories of bid opportunity you want emailed to you. It is the most useful single signup in Vermont because it is not state-only — it carries state, federal and local municipal opportunities in one place, which matters in a state where towns hold most of the purchasing authority.

Do Vermont counties issue RFPs?

Only narrowly. Vermont's 14 counties have no commission or council — two elected assistant judges run each county's administration — and they have only the powers statute gives them. They buy courthouse and county building work and sheriff's department needs, and very little else.

Is there still a Vermont Procurement Technical Assistance Center?

Not under that name. It is now the Vermont APEX Accelerator, following the renaming of the national PTAC network to APEX Accelerators. It is the state's free counseling program for businesses pursuing federal contracts, run through the Agency of Commerce and Community Development.

Who are the biggest local buyers in Vermont?

Burlington is the largest, followed by South Burlington, Colchester, Rutland, Bennington, Brattleboro and Essex Junction. Vermont has 10 cities and roughly 240 towns, each running its own purchasing, so the local layer is wide and shallow — many small buyers.

How do I watch the state and town layers together?

Register on the Vermont Business Registry for notices, then add an aggregated search for everything else. Bid Banana covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, with keyword and filter search, Saved Searches that email new matches, Match profiles and favorites. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Does this include federal opportunities in Vermont?
