ECMC Orphan Well Program MTOC

The State of Colorado, Department of Natural Resources, is seeking proposals from qualified individuals and firms to provide services for the ECMC Orphaned Well Program (OWP). The program aims to identify and decommission orphaned wells in Colorado, and the selected contractor will be responsible for providing various services, including collecting methane emission samples, plugging wells, and removing abandoned production equipment. The contract will be for a period of 5 years, with the option for annual rate adjustments. The evaluation criteria will include team qualifications, project qualifications, price, and model contract redlines. • The proposal should include a submission form, a rate schedule, and other supporting documents. • The contractor will be required to enter into a formal Main Task Order Contract (MTOC) with the State. • The contract will incorporate the RFP, published addenda, and the response of the successful Offeror. • The State reserves the right to reject any or all proposals and to cancel the RFP if it is in the best interest of the State.
