Description

The DARPA SHINE Disruption Opportunity seeks innovative, prototype‑level solutions that can selectively induce neuroplasticity within a defined neural circuit while minimizing off‑target effects. Applicants must choose either a translational “Track A” path (clinical‑ready prototype) or a high‑risk “Track B” path (foundational technology) and deliver a fully validated prototype within an 18‑month performance period, meeting strict milestone‑based payment triggers. The effort is funded as a $2 M Other Transaction prototype agreement and requires compliance with CMMC Level 1, IRB/IACUC approvals (as applicable), and full cost‑burdened reporting. • Two technical tracks: Track A – accelerated translation to a clinical‑ready system; Track B – foundational, high‑risk proof‑of‑concept platform. • Fixed milestones at months 3, 6, 9, 12, and 18 covering baseline design, substrate localization, target engagement, selective neuroplasticity demonstration, and final prototype delivery. • Mandatory deliverables include quantitative metrics for selectivity (≥ 3:1 ratio), target engagement (≥ 2‑fold increase), and neuroplasticity change (≥ 25 % increase). • Budget ceiling $2 M total (government + any required cost‑share) with payments tied to milestone completion; travel for a DARPA site visit and a virtual PI meeting are required.

Budget estimate

$500,000 – $2,000,000

The solicitation caps the award at $2 million total, which includes any required cost‑share. Depending on the scope (Track A may require more extensive validation and regulatory work, while Track B may be lower‑cost proof‑of‑concept), the actual funded amount could range from roughly $500,000 for a modest foundational prototype up to the full $2 million for a more advanced translational effort. Factors influencing the budget include the chosen track, the level of technical risk, required personnel effort, travel, and any subcontractor costs.
