Proposal for 5G Site Development Planning, Permitting and Engineering Services

The Navajo Nation Broadband Office is seeking a qualified professional‑services firm to act as its exclusive technical and land‑development representative for a 5G rollout across Navajo Nation lands. The contractor will review carrier site designs, negotiate collocation agreements, secure land rights, obtain all necessary permits (FAA, FCC, NEPA, historic preservation, environmental), and manage the overall program for 94 sites (49 collocations and 45 new towers) over a two‑year base period with optional extensions through 2029. The work demands deep experience in wireless network planning, tribal land access, and multi‑agency permitting, as well as the ability to deliver fixed‑price deliverables and monthly progress reporting. • Scope: Site candidate review, collocation permit packages, new tower site development, right‑of‑way & environmental permitting, program management and reporting. • Scale: 94 sites across Arizona, New Mexico, and Utah; base period 2 years (2026‑2027) with optional years 3‑4. • Requirements: Minimum 5 years wireless planning experience, ≥20 collocation permits, ≥5 tower programs (≥3 on tribal/federal land), NA‑P certification preferred, ability to secure insurance and provide audited financials.
