Description
The Unified Government of Athens‑Clarke County is seeking qualified consultants to enter into a five‑year Master Agreement to provide planning and environmental services for Athens‑Ben Epps Airport. The agreement will be task‑order based, covering master planning, noise compatibility, environmental assessments, data collection, forecasting, capacity analysis, land‑use planning, site selection, financial planning, and public outreach. Consultants must be pre‑qualified by the Georgia Department of Transportation, comply with FAA and federal grant requirements, and meet DBE goals. The selection will be based on technical capability, experience, personnel qualifications, and past performance; cost is not an evaluation factor.
• Scope includes airport master planning, noise compatibility, environmental assessments, data inventories, demand/capacity studies, land‑use and site‑selection studies, financial and benefit‑cost analysis, and public outreach.
• Five‑year master agreement; individual task orders issued as projects arise.
• Mandatory pre‑proposal conference & site visit on 10 Sept 2026; questions due 18 Sept 2026; proposal deadline 5 Oct 2026.
• Required pre‑qualification with GDOT (Area Class 2.09 Aviation and 1.08 Planning & Environmental).
• DBE goal 8.94% for federal‑funded tasks > $250 k; compliance with 49 CFR Part 26 required.
• Evaluation based on technical merit (capability, experience, integrity, personnel, schedule adherence, local knowledge, subcontractor qualifications, DBE program).
• Insurance and E‑Verify compliance mandatory.
